the filing party to obtain approval from the FCC to dismiss or
withdraw its petition to deny by filing a request for approval of

affidavit stating that the petitioner has not received any
consideration in excess of legitimate and prudent expenses in
exchange for the dismissal or withdrawal, and an itemization of the
expenses for which it is seeking reimbursement.
