The purpose of this standard and its
information collection requirements is to provide protection for
employees from the adverse health effects associated with
occupational exposure to cotton dust. Employers must monitor
employee exposure, reduce employee exposure to within permissible
exposure limits, provide employees with medical examinations and
training, and establish and maintain employee exposure monitoring
and medical records.

OSHA removed the requirement
that employers transfer employee exposure-monitoring records and
medical records to the National Institute for Occupational safety
and Health, specified in paragraph 29 CFR 1910.1043(k)(4)(ii) and
(iii), under the Standards Improvement Project-Phase III final
rule. As a result of this rulemaking, the Agency requests a program
change reduction of three hours.
