RSA will continue to monitor the implementation of the new performance measures and will work with OMB to resolve any implementation issues that arise. Upon resubmission fo this package for OMB approval, RSA will provide OMB with a brief written status update on the new performance measures, including whether the existing measures need to be modified and if any new ones need to be added.

These data collection instruments are the annual performance reports for State Independent Living Services (SILS) and Centers for Independent Living (CIL) programs. These are known as the 704 Report Part I and the 704 Report Part II, respectively. These reports are required by sections 704(m)(4)(D), 706(d), 721(b)(3) and 725(c) of the Rehabilitation Act of 1973, as amended (the Act) and the corresponding regulations in 34 CFR parts 364, 365, and 366. Approval of grantees' annual performance reports (704 Report) is a prerequisite for the Rehabilitation Services Administration (RSA) approval of the annual SILS grant awards (part B funds) and CILs continuation grant awards (part C funds).

The estimated data collection hour burden per respondent of 35 hours is unchanged. However, the total estimated hour burden will increase because the number of respondents increased from 392 in 2008 to 412 in 2011. Twenty new CILs were established in 2010 through a competitive process using IL Part C funds provided by the American Recovery and Reinvestment Act of 2009.
