Justification for Non-substantive Change Request
OMB Control No. 0694-0137
The Bureau of Industry and Security (BIS) licensees the export of dual-use items under the Export Administration Act, International Emergency Economic Powers Act and Executive Order on Continuation in Force of the EAR.
OMB recently approved collection authority OMB Control No. 0694-0137 "Licensing Exceptions and Exclusions." This collection already includes three IC’s previously merged from OMB Control No. 0694-0104. The purpose of this non-substantive change is to transfer two remaining IC’s to OMB Control No. 0694-0137 so that OMB Control No. 0694-0104 may be discontinued. The two IC’s that will be transferred are Encryption Registrations and Annual Self-Classifications.
Encryption Registrations consists of 366 responses and 122 burden hours.
Annual Self-Classifications consists of 750 responses and 1,031 burden hours.
There is also a corresponding reduction to IC ENC/ELA semi-annual reports of 200 responses and 4,000 burden hours, as a result of adding these two new IC’s.
