This initiative utilizes the new prize
authority in the America COMPETES Act to address the President's
call for agencies to increase their use of prizes and challenges to
spur innovation and solve difficult problems. The NCI's Division of
Cancer Control and Population Sciences (DCCPS), in consultation
with the HHS Office of the Secretary and collaborating with the HHS
Office of the National Coordinator for Health Information
Technology, is asking contestants to develop software applications
(apps) that utilize the wide array of health-related data made
available by NCI and other Federal agencies. Contestants will
submit innovative solutions to cancer prevention and control
challenges faced by consumers, clinicians, or researchers such as
behavior risk reduction for prevention/survivorship (e.g.,
nutrition, physical activity, smoking cessation), early detection
and screening, informed decision-making, and adherence to treatment
regimens. It is estimated that up to 20 contestants will submit
apps to the challenge for phase one and an additional four
contestants will submit a revised app as finalists. The estimated
burden per respondent will be 30 minutes which amounts to an
annualized total of 12 hours.
NCI has been working on
this effort since January, with the planning team comprised of NCI
program staff in consultation with the HHS Office of the Secretary
and the Office of the National Coordinator for HIT (ONC). Based on
misinterpretation of the social media guidance issued by OMB, it
was assumed by ONC and HHS that this contest did not need OMB
clearance up until June. Now finding out that it does need OMB
clearance, the current time constraints are based on the challenge
being publicly announced at the invitation of HHS leadership at the
June 9 Health Data Initiative Forum
(http://www.iom.edu/Activities/PublicHealth/HealthData.aspx) with a
July 1st release date. The two-phases of the innovation challenge
are bookended by special conference sessions at the Health 2.0
conference on Sept 25 (for the finalists) and HICSS on Jan. 4th
(for the winners). These sessions are designed to provide
recognition and feedback to finalists/winners regarding the impact
of their apps on cancer prevention/control and integration into
existing HIT platforms - ideally leading entrants to submit their
ideas to an SBIR concept that will be release in 2012. As we've
been advised, launching on July 1st will provide the minimum
estimated time (6 weeks) needed for adequate promotion of the
challenge and development of innovative apps for submission before
judging and travel arrangements need to be made by finalists for
the Phase 1 conference session on Sept. 25th.
This is a new collection of
information that is being submitted for emergency processing based
on the need to have approval in a short time frame.
