Although not familiar with this particular challenge, I am familiar with Challenge.gov and you're right in that GSA has
negotiated a Terms of Service Agreement. NLM has used the platform as well to launch a prize competition for their
anniversary. NCI does not need to conduct a PIA.

Do you know anything about this challenge?  I guess what I’m hearing is that NCI is the first of the IC’s to actually use this 
platform for a challenge.  They wanted to check to see if the link below is correct in that they do not need to conduct a 
PIA because GSA has one that covers all agencies.  Can you let me know what you think?  I just want to make sure we 
don’t have to do anything additional.  Abdul has spoken with the NIH attorneys and they feel they are okay, but wanted 
him to check in with the privacy side of the house.  They are hoping to launch next week, so time is of the essence.

Hi Suzi, 
  
Thank you for your help with NCI’s developer challenge.  Recognizing that NCI is the first NIH IC to release a challenge 
under the authority of America COMPETES, we have been working closely with the HHS Office of the Secretary, NIH 
OGC, and NCI TTO in aiming for a July 1st release date.   
  
As discussed, here is the link to the guidance we have received from GSA regarding clearance for PIA and Privacy Policy 
requirements for NCI’s developer challenge, which conforms to challenge.gov requirements:

I have also attached our challenge document which details the goals and requirements of NCI’s challenge.  As stated in 
the document, “submissions should include a title, textual description of the submission, a link to the app, and a list of 
data sources and/or datasets used.  Pictures and video are optional, but helpful.“
