Request to Solicit Public Input to Nominate Non-federal Health and Health Care Data Sets and Applications for Listing on Healthdata.gov


Proposed Data Elements for


Background.


For Healthdata.gov, using a social networking platform capability developed in Drupal, we wish to enable the public to suggest nonfederal datasets and tools to be included in the healthdata.gov site. Ideas for suggest sites should come from the host of the datasets and tools and be evaluated by the HHS Data Council for their inclusion on the healthdata.gov site. The purpose of this is to help foster an electronic “ecosystem” where interested data and applications users can come to find common information about health. The healthdata.gov site would not condone or speak to the applications or alternative data sites, and a clear disclaimer would be noted. In addition, the healthdata.gov site would not host data or applications, but rather, include a URL and short metadata description that would take the user from the healthdata.gov site to a particular hosting environment.


For example, Gallup-Healthways has a data set known as the “well-being index” that tracks on a daily basis, measures of individual well-being surveys, that are aggregated by major U.S. cities. The aggregate data from each of these cities on each of 6 indicators is posted for researchers to use. We propose that healthdata.gov would list the URL http://www.well-beingindex.com/ as a data set that would be available for users to access.


We have met with general counsel and the posting on a federal site for soliciting considerations of data sets and tools through the site invokes the paper work reduction act. To complete the paper work reduction act application, we need to develop a mock-up of the web portal site where the public can submit information about their datasets and tools.


Detailed here is general information to include in the portal, where ideas can be nominated and considered for inclusion in posting on healthdata.gov


Terms and conditions for use. The intention of HHS is that posted datasets and tools to this site will be available without constraint on uses or applications by the end user. Sources of data may place requirements on attribution to the data source and tools by the user. This is intended to solicit datasets and tools that do not require fees or other financial arrangements for use by the end user.


Proposed Data Elements for Information Collection.


Described below are the general terms for collecting information as proposed for the healthdata.gov web portal where datasets and applications can be submitted. Category is provided in all capital letters and description of the date elements in small letters. Visual representations are provided in a demonstration screen views in Appendix B.


HEADER – Public Non-federal Datasources and Applications


TEXT: To help develop a community ecosystem that promotes data sharing and collaboration, the U.S. Department of Health and Human Services (HHS) requests ideas for datasets to be included in a public data site to promote uses to improve health and health care. HHS will consider data sets and analytic tools through a submission process detailed below. If you and your organization are interested in submitting datasets and/or analysis tools for consideration, please complete the following information requests. This information will be used by HHS to consider for posting to healthdata.gov. For those datasets and tools approved for posting, the user will be directed to the existing sites for them, and HHS will not host the data or the tools directly.
