As a response to the opening of High Occupancy Vehicle (HOV) lanes in metro area in the mid-1970s, a unique commuting phenomenon developed: slugging. This type of dynamic carpooling evolved from drivers and passengers coming together to fulfill each party's needs. FHWA will be conducting focus groups to gather information and gain an understanding of the attitudes, beliefs, and motivations of the public that participate in ridesharing.
