The FCC Registration Number supplied
by the licensee/antenna structure owners will be used to populate
the Universal Licensing System with a unique identifying number
called the FCC Registration Number (FRN) and supply it when doing
business with the Commission. This requirement is to facilitate
compliance with the Debt Collection Improvement Act of 1996
(DCIA).

number of respondents of 386,000, to the number of responses of
386,000 and to the annual burden hours of 418,250. With this
submission, the Commission really examined and evaluated the
numbers that were accounted for in this supporting statement.
Therefore, the Commission used more concrete and precise numbers
based on the previous FCC Form 606 filings with the Commission.
Therefore, the decreases in the annual burden hours are due to the
decreases in the amount of time that is estimated for respondents
to complete Form 606 and decreases in the number of annual
respondents and responses to this information collection.
