Abstract: These surveys will be used to measure effects of face-to-face training and mentoring and to, evaluate the effectiveness, usefulness and relevancy of the training and mentoring provided and whether these services led to starting, increases in start-up, survival rates managing or growing a business, job retention and/or an increases in revenues.

Emergency Justfication: The Administration and Congress specifically funded two new veterans’ initiatives Operation Endure & Grow and Women Veterans Igniting the Spirit of Entrepreneurship (V-WISE) with requirements to measure the outcomes of both programs including developing base line data prior to entering either initiative. The Office of Entrepreneurial Development (OED) needs to quickly deploy these surveys to the clients in order to have data available for to establish base line data. As outlined in 5 CFR§ 1320.13 Emergency Processing, this request meets the emergency requirements in the following: (1) The collection of information: (i) Is needed prior to the expiration of time periods established under this Part. The regular approval process will not allow enough time for OED to deploy the data collection and begin collecting data in time to build the baseline database Congress. Data need to be collected beginning August 15, 2011. Contract needs approved survey by August 1, 2011 to build and test online system.
