The Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA or Superfund), as amended, gives the President broad authority to respond to releases and threats of releases of hazardous substances, pollutants, and contaminants (as defined in CERCLA) into the environment. The National Oil and Hazardous Substances Pollution Contingency Plan (NCP) details the requirements of CERCLA. This ICR addresses the portion of the NCP that details the requirements for remedial activities at sites on the National Priority List (Superfund Sites). The NCP is the rule that stipulates requirements for fulfilling the legislative mandates of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 as amended (CERCLA or Superfund). This ICR covers remedial activities conducted at State-lead sites, participation by community members at all Superfund sites, Federally-conducted community involvement activities, and Federal oversight of State activities. The information collected via these activities is critical to characterizing contamination at sites, determining appropriate remedies and goals for cleanup, and involving the community in the process. All of these steps help ensure that some of the nation's worst hazardous waste sites are cleaned up in a manner that is protective of human health and the environment, and, where practical, returned to productive use.
There is an increase of 1,000 hours due to agency discretion in reintroducing customer satisfaction surveys. All other changes in burden are due to revised estimates.
