Section A: Justification
1.
The Peace Corps Office of Communications activities and publications support section 2
of the Peace Corps Act, which states that one of the agency's missions is to "promote a better
understanding of other peoples on the part of all Americans." The Peace Corps Digital Library
project gathers and makes accessible, via the internet, stories and photos of Peace Corps
Volunteers who have served in 139 countries over the past 50 years, helping to convey to the
American public the Peace Corps' legacy of service to host country communities throughout the
world.

The Peace Corps Digital Library collects stories and photographs from Returned Peace
Corps Volunteers along with basic contact information (name, phone number, email address) and
information about their Peace Corps service, such as dates of service, geographic location, and
sector of service. Respondents include Returned Peace Corps Volunteers and current or former
Peace Corps staff interested in voluntarily submitting a story and/or photos to the Peace Corps
Digital Library. This information is used to add assets to the digital library on the Peace Corps
website; provide stories and photos for use in exhibits, news articles and events about Peace
Corps; assist in documenting the history of the Peace Corps as experienced by its Volunteers
through the years. The information is collected via an online submission form, which is available
at http://collection.peacecorps.gov/addphoto.htm and
http://collection.peacecorps.gov/addstory.htm The information is collected once per photo or
story submission. Note, the title will change from Peace Corps 50th Anniversary Archives to
Peace Corps Digital Library, and the IC will be recurring and continue beyond the 50th
anniversary. All references to the 50th anniversary on the site will be removed after 2011.

The information is collected from an online form found in the digital library section of
the Peace Corps website at http://www.peacecorps.gov/collection. The information is sent to a
secure, password-protected database accessible only to those Peace Corps staff members whose
work duties require such access.

The Peace Corps has reviewed this enrollment form in order to identify and avoid
duplications.
5.
The collection of information does not impact small businesses or other small entities.
6.
If the information is collected less frequently, the Peace Corps would have less photo and
story assets in the Peace Corps Digital Library, which would result in an inability to document
the history of the Peace Corps as experienced by its Volunteers through the years, which is one
of the main goals of the project.
7.
There are no special circumstances.
8.
The agency’s notice was published in the Federal Register on October 17, 2011, 76 FR
64127. No public comments were received during the 60-day period.
9.
Respondents submit their information voluntarily. No payment or gifts will be made to
respondents.

No confidentiality assurances are provided to respondents.

The registration form does not contain any questions of a sensitive nature, such as sexual
behavior and attitudes, religious beliefs, etc.
