Recent amendments to the
Magnuson-Stevens Fishery Conservation and Management Act (MSA)
require that the Marine Recreational Fisheries Statistics Survey
(MRFSS) be upgraded and that future fishing surveys target anglers
licensed or registered at the State or Federal level. This revision
is requested to test new methodologies for collecting recreational
fishing catch and effort data. Results of this data collection
effort will be used to calculate bi-monthly estimates of marine
recreational fishing participation, effort and catch.

One screener questionnaire and
complete angler questionnaire are removed, replaced by a dual-mode,
dual sample set of screener and angler questionnaires, as well as a
sea turtle sighting questionnaire for anglers. Net addition of
37,979 responses and 3,854 hours. NO cost originally, and no
additional cost, for recordkeeping/reporting.
