Abstract: The project will yield important early findings about certain effects of the Affordable Care Act (ACA) on the cost and expansion of coverage. Many significant reforms of private health insurance do not start until 2014; however, many other changes to private health insurance did going into effect in 2010. These include: Coverage of dependent children up to age 26; elimination of pre-existing conditions for children; elimination of co-payments for some preventive services; prohibition of lifetime limits of insurance coverage; and restrictions on annual limits. The goal of this proposed study for ASPE is to examine the effects of the implementation of these insurance market reforms implemented in 2010 on the number of people with coverage for certain benefits and the impact of these reforms on premiums, if any.
