Sections 515 and 516 of the Surface Mining Control and Reclamation Act of 1977 provide that permittees conducting coal mining operations shall meet all applicable performance standards of the Act. The information collected is used by the regulatory authority in monitoring and inspecting surface coal mining activities to ensure that they are conducted in compliance with the requirements of the Act.

This information collection request demonstrates a programmatic reduction of 11,150 burden hours. This is the result of OSM's determinations that: our blasting records regulations are considered customary business activities and should not be considered a burden under the Surface Mining Control and Reclamation Act; there is no regulatory burden for the temporary cessation notice provisions of our regulations; and modest increases in programmatic burden due to prior inadvertent omissions. This request also results in an increase in adjusted burden hours and non-wage costs due to reestimates following discussions with respondents.
