The Omnibus Reconciliation Act of 1990 requires payment of a "user fee" with each application for a determination letter. Because of this requirement, the Form 8717 was created to provide filers the means to make payment and indicate the type of request.

The number of filers varies as there are peak years in two 6-year cycles where additional cases are received, each with a Form 8717. Updating filing figures reflect that in the current cycle, the number of estimated filers has decreased. This decease in the number of filers accounts for the decrease of total burden hours in this collection.
