December 2014. As EPA notes in the supporting statement, this
collection is associated with a final rulemaking that carries a
January 2015 compliance date. The current approval request does not
contemplate changes that will be required in January 2015. Upon
resubmission, it is recommended the agency carefully account for
changes as required in this final rule and include the published
final rule as a supplemental document for the collection.

This Information Collection Request
(ICR) includes ambient air monitoring data reporting and
recordkeeping activities associated with the 40 CFR part 58 Ambient
Air Quality Surveillance regulations. These data and information
are collected by State, local, and Tribal air quality management
agencies and reported to the U.S. Environmental Protection Agency
(EPA). This ICR revises the most recent ICR for 40 CFR part 58
approved by OMB to present an estimate of the change to the total
annual reporting and recordkeeping hour and cost burden resulting
from the final rule revising the CO National Ambient Air Quality
Standard (NAAQS) and the CO ambient air monitoring requirements.
This rule makes revisions to the network design requirements, QA
requirements, and the minimum sampling frequency. These changes
were made to ensure adequate CO monitoring will be performed to
determine compliance with the final CO NAAQS. The burden estimates
are for the 3-year period from 2012 through 2014. Monitoring
revisions associated with this final rule are not required to be
operational until Jan 2015 and Jan 2017, therefore there is no
change in burden for this ICR period. The burden estimates in this
ICR do not match those in the FEDERAL REGISTER notice due to an
error that was discovered after the final rule was signed by the
EPA Administrator. This ICR contains the corrected burden
estimates.
