EPA has amended the IUR requirements in order to clarify the reporting requirements, improve the quality and utility of the data submitted, better match data collected with the Agency's overall information needs, and where possible, reduce the paperwork burden on both regulated entities and EPA. Manufacturers (including importers) are required to use e-IURweb (the Agency-provided reporting tool) to submit a completed Form U (EPA Form 7740-8) electronically via the Internet. The 2012 IUR includes additional manufacturing, processing, and use exposure-related data elements, including the volume of the chemical substance used on the reporting site; the volume of the chemical substance directly exported; whether the chemical substance is being recycled, remanufactured, reprocessed or reused; and the production volume for calendar year 2010. Additional amendments to the 2012 IUR include changes to the reporting frequency from every five years to every four years; modifications to the method used to determine whether a manufacturer (including importer) is subject to IUR reporting for reporting cycles subsequent to the 2012 reporting cycle; production volumes for each year since the last principal reporting year (effective after 2012 IUR); modifications to reporting thresholds, including the phasing in of reporting thresholds for processing and use; elimination of the 25,000 lb reporting threshold for certain chemical substances that are the subject to particular TSCA rules and/or orders; revisions to industrial classifications used; revisions to the list of commercial and consumer product categories; and modifications to situations in which confidentiality may be claimed and to the process for making such claims.
