MARAD changed the classification of the increase in burden to Âchange due to adjustment in agency estimate from Âprogram change due to agency discretion. MARAD is not actively seeking to garner more responses, but more responses will come as a result of a natural increase in the universe of respondents. Accordingly, there is no program change that increases burden.
MARAD also amended and more fully explained its monetization of the time burden.

MARAD is authorized to collect information in order to execute full faith and credit guarantees by the United States of debt obligations issued to finance vessel construction and shipyard improvements.
The estimated costs have increased due to a higher projected number of respondents and an increase in the average time government employees spend reviewing each submission.
