Drawing heavily upon the lessons learned identified in the evaluation of last summer's SoI pilot, NASA modified its approach to focus on expanding the capacity of community and school-based organizations to engage youth in STEM learning activities. In FY2011, NASA is implementing a three-tiered solicitation and award structure that is designed to provide selected awardees with different levels of funding and access to NASA staff, facilities, and technology to engage 4th through 9th grade students in intensive, high-quality, inquiry-based content learning experiences in STEM during the summer and the school year. As it continues to develop and refine the program's design, NASA has contracted with Abt Associates to conduct a formative evaluation. This evaluation intends to describe the different approaches taken by national awardees to meet the SoI requirements. It will also explore whether change occurs in key outcomes between baseline and follow-up surveys for participants at the national awardees and NASA Center SoI sites, where NASA is investing the majority of the SoI project funds.
