This is a voluntary form completed by persons who file appeals with the U.S. Merit Systems Protection Board. The form serves as a guide to appellants in providing all needed information. It is available both as a static form, which is available upon request, on our website (http://www.mspb.gov/appeals/forms.htm), and as an online interactive application (https://e-appeal.mspb.gov).
In the past year, we lost 3 of our 15-person staff in the Office of the Clerk of the Board (OCB), U.S. Merit Systems Protection Board (MSPB), to retirement and other opportunities. This included the one person with any PRA experience, and they had no back-up. As such, we were not cognizant of the expiration of this ICR. We are not a high-volume information collection agency; we have 2 principal information collections. We also are a small agency, so staff wear many hats and the loss of 3 staff in OCB, including the one with any PRA experience, has been significant. This is not only true for PRA but in other areas we are working to bring into compliance. Thus, we are trying to catch up on our PRA activities and, once restored, my expectation is that we will not repeat this experience. In fact, we currently are recruiting for an Information Services Team Director whose qualifications and duties will include PRA responsibilities.
