The Small
Business Administration should improve their monitoring of expiring
information collections to avoid unnecessary reinstatement request
and violation of the PRA. This collection should be reported as a
violation in OMB's annual Information Collection Budget (ICB).
Prior to re-submitting these collection instruments for renewal in
three-years, the Small Business Administration should review the
collections and consider possible ways to reduce burdens.

Entrepreneurial Development Management
Information (EDMIS) is used to collect and transmit the data
provided on SBA Form 641 and 888. EDMIS collects information using
a uniform method in order to provide appropriate counseling and
training to report to Congress and the President on these programs.
Respondents are small business owners and potential small business
owners throughout the United States. SBA Staff and resource
partners also use these forms.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
