Based on historic data and expected use in the future due to the increased use of contractors for foreign travel and the reduction of the number of Forest Service employees the number of respondents increased from 25 to 150, and the increase in the per response time to complete the form from 15 minutes to 20 minutes due to the anticipated increase in unfamiliarity of the form by new, first time users. The annual burden has increased from 6.25 hours to 50 hours.
