Subsection 358(c)(3) of Public Law
111-383 requires the Department of Defense (DoD) to establish
procedures "for the coordinated consideration of and response to a
request for a review received from State and local officials or the
developer of a renewable energy development or other energy
project." The DoD implements the foregoing requirement by providing
in 32 CFR Part 211 (§ 211.7) provisions for the informal review of
a proposed project. In order to initiate such a review, the
requester is required to identify the geographic location of the
project, including its latitude and longitude, and describe the
nature of the project. Requesters are also encouraged to provide as
much additional information as is available. Although the
submission of such information is required in order to allow the
DoD to conduct a review, State and local officials, and energy
project developers are under no obligation to request informal
reviews of proposed projects.
