with 5 CFR 1320, OMB is withholding approval at this time. Prior to
publication of the final rule, the agency must submit to OMB a
summary of all comments related to the information collection
contained in the proposed rule and the agency response. The agency
should clearly indicate any changes made to the information
collection as a result of these comments.

Applications for surface and
underground coal mining permits are required to provide adequate
descriptions of the environmental resources that may be affected by
proposed surface mining activities.
OSMRE is proposing new
regulations, the Stream Protection Rule, which will modify the
collection requirements throughout 30 CFR Parts 779 and 783. This
request will result in programmatic increases of 9,542 hours and
$113,730 in non-wage costs.
