The overall decreases in burden hours and costs relative to surveys involves more accurate estimates of the amount of time needed for employers to respond to a survey request (+3,600) and more appropriate calculations for the burden on the agency to evaluate survey responses-based on the number of surveys rather than the nimber of employer responses (-12,000). Regarding Item 14, the increased costs reflect 2009 versus 2006 staff wage rates.
