Part 11 contains rules and regulations providing for an emergency alert system (EAS). The EAS provides the President with the capability to provide immediate communications and information to the general public during periods of national emergency. The EAS also provides state and local governments and the National Weather Service with the capability to provide immediate communications and information to the general public concerning emergency situations posing a threat to life and property.
The Commission is seeking emergency processing of this revised information collection in order to implement a newly created electronic database for the emergency alert system (EAS). This voluntary electronic reporting system that EAS test participants may use as part of their participation in the national EAS test. The Commission needs OMB approval by October 17 so that the database can be deployed and EAS participants can enter their information in the database and participate in the national EAS test on November 9, 2011.
