This collection covers the proposed information collection requirements contained in the Commission's proposed rules for closed captioning of video programming delivered using Internet protocol ("IP"), as required by the Twenty-First Century Communications and Video Accessibility Act of 2010 (the "CVAA"), MB Docket No. 11-154, FCC 11-138. The proposed rules would be codified at 47 C.F.R. § 79.4. Closed captioning is an assistive technology that provides individuals who are deaf or hard of hearing with access to television programming. Existing regulations require the use of closed captioning on television. The CVAA directs the Commission to revise its regulations to mandate closed captioning on IP-delivered video programming that was published or exhibited on television with captions after the effective date of the regulations.
