with the terms of 5 CFR 1320, OMB considers this ICR to have been
improperly submitted. In Question 15 of the Supporting Statement,
APHIS improperly characterizes a decrease in responses due to
"fewer affected herds" as a program change. This appears to be an
adjustment to the previously approved collection. Further, APHIS
does not explain why it lists an adjustment decrease of -35,696
respondents but an increase of 129,000 responses. Without more
detailed information, OMB is unable to evaluate the burden and
practical utility of this collection. Please provide this
information when resubmitting this ICR for evaluation.

There is a program change of
34,139 additional respondents who are completing the the Herd Owner
Notification, the Application of ID Numbers and Application for
Premises ID Numbers, the Agreement to Use Blue Tags, and the Report
for Consignments when Identification is Applied. Recordkeeping for
the Certificate of Veterinary Inspection and Cooperative Agreement
or Grant Quarterly Report has also been added to this submission
but several activities such as proceeds from animals destroyed at
slaughter, application for payment, flock inspection and the
epidemiology report decreased because of fewer affected herds
resulting in -1,618 annual responses and 30,915 burden hours. There
is an adjusted decrease of of -35,695 respondents, 129,000
responses, and +193,307 burden hours because of changes in the
reporting for some types of activities. APHIS did not previously
record burden for signature only documents. In this revised
collection, APHIS recorded burden associated with signature only
for flock and post exposure management and monitoring plans and for
the written agreement certification. In addition, APHIS added
burden associated with the permit of movement of restricted
animals. This activity was previously recorded under OMB
0579-0051.
