This is a resubmission per the Final
Rule 0648-BA37, with no changes. The National Oceanic and
Atmospheric Administration (NOAA), National Marine Fisheries
Service (NMFS), International Pacific Halibut Commission (IPHC) and
the State of Alaska/Department of Fish and Game jointly manage the
sport charter halibut fisheries in the Gulf of Alaska. A halibut
catch sharing plan is implemented to include the supplemental,
individual use of commercial Individual Fishing Quota (IFQ) halibut
to allow charter halibut permit holders to lease commercial IFQ, in
order to provide additional anglers with harvesting opportunities,
not to exceed limits in place for unguided anglers. This collection
is necessary to provide data to monitor and enforce the area
specific annual catch limits among Pacific halibut fishery
participants in the waters in and off of the coast of Alaska. This
request is for a temporary new information collection to be merged
after approval with 0648-0575, current in process of
renewal.
