A court order was issued in American Council of the Blind v. Paulson, 591 F. Supp. 2d 1 (D.D.C. 2008), requiring the Department of the Treasury to provide meaningful access to United States currency for blind and other visually impaired persons, which steps shall be completed, in connection with each denomination of currency.
The Secretary of the Treasury approved implementation of three accommodations; among them will be the addition of a tactile feature to Federal Reserve notes. See Attach. 2, Action Memo. The data collection will help the BEP in its efforts to develop an effective tactile feature. This, in turn, will help the Department of the Treasury satisfy the requirements of the Order.
The Department of the Treasury (ÂTreasuryÂ), on behalf of itself and the Bureau of Engraving and Printing (ÂBEPÂ), respectfully requests emergency processing and approval of the collection of information discussed below because normal clearance procedures are reasonably likely to prevent or disrupt the collection of information. Emergency clearance is needed for a study of perception of and acuity with tactile features in United States currency samples (ÂStudyÂ). The Study will allow BEP to collect input from blind and visually impaired persons as to the effectiveness and utility of tactile features being developed for future United States currency designs. The Study under which BEP is seeking to collect information is scheduled to begin in November 2011.
Pursuant to a court order issued in American Council of the Blind v. Paulson, 591 F. Supp. 2d 1 (D.D.C. 2008), the Department of the Treasury must provide blind and visually impaired persons with meaningful access to United States currency. To that end, the Secretary of the Treasury on May 31, 2011 approved implementation of three accommodations; among them will be the addition of a tactile feature to Federal Reserve notes.
The BEP has issued a task order for the Study. Under the Study, acuity tests will be performed with blind and visually impaired persons. The feedback from the acuity tests will help the BEP determine the effectiveness and utility of certain types of sample tactile features.
