This collection was an OTS collection prior to the passage of Dodd-Frank. The collection was needed by both the OCC and the FRB. The collection was transferred to the FRB and OCC is now creating a new collection to take its place.
The regulation provides uniform treatment for capital distributions made by savings associations held by holding companies and ensures adequate supervision of distribution of capital by those savings associations, thereby fostering safety and soundness.
This collection has been created to replace a collection transferred to the FRB (1550-0059). Both the OCC and FRB were in need of the collection following the passage of Dodd-Frank. The collection was transferred to the FRB and the OCC is creating an identical collection.
