In its next submission of the collection, FRA shall amend its estimate of the universe of railroads, employees, and locomotives based on the results on of its internal working group. FRA shall accurately report changes due to adjustments and changes due to program changes. FRA shall report the previous inventory in its supporting statment. The agency shall quantify all costs to the Federal Government. For informational purposes, the agency shall continue to monetize the costs of its time burden.

The collection of information is used by FRA to ensure that covered railroads establish and implement noise monitoring, hearing conservation, and audiometric testing programs to protect their employees against the damaging and potentially dangerous effects of excessive noise in the workplace.

The total burden for this information collection renewal has decreased by a total 10,630 hours from the previous submission. The decrease in burden results from one (1) program change and 14 adjustments. They are listed in the two tables included in the answer to question number 15 of the attached Supporting Justification. Overall, the one program change decrased the burden by 7,000 hours, and the 14 adjustments decreased the burden by 3,630 hours. The current inventory for this submission shows a total of 43,928 hours, while the present submission exhibits a total of 33,298 hours. Hence, there is a burden decrease of 10,630 hours. The current inventory for responses shows a total of 230,919 while the present submission exhibits a total of 145,682 responses. Hence, there is a decrease of 85,237 responses. There is no change in cost to respondents from the previous submission.
