Each owner or oprator of a source affected by the standards is required to submit an initial notification that the source is subject to the standard. Each respondent submits semiannual compliance reports. Additional records and notifications depend on which subcategory the boilers or process heaters are in.

The decrease in burden from the ICR associated with the March 2011 promulgation and this proposed reconsideration ICR is due to changes in the proposed reporting and recordkeeping requirements, despite an increase in the boiler population. In this proposed reconsideration, emission limits for dioxins/furans are removed, which were the most expensive component of the stack test. Further, monitoring requirements have been revised for PM and non-mercury metals.
