For New Source Performance Standards
(NSPS) for Petroleum Refineries, the affected entities are subject
to the General Provisions of the NSPS at 40 CFR part 60, subpart A,
and any changes or additions to the General Provisions specified at
40 CFR part 60, subpart Ja. The affected facilities include: fluid
catalytic cracking units, fluid coking units, delayed coking units,
process heaters and other fuel gas combustion devices, and sulfur
recovery plants. Emissions limitations would be used to control
emissions of particulate matter (PM), nitrogen oxides (NOx), carbon
monoxide (CO), sulfur dioxide (SO2), hydrogen sulfide (H2S) and/or
reduced sulfur compounds (RSC). Work practice standards would apply
to depressuring operations and flaring of fuel gases. All reports
are sent to the delegated state or local authority. In the event
that there is no such delegated authority, the reports are sent
directly to the EPA regional office. This information is being
collected to assure compliance with 40 CFR part 60, subpart Ja, as
authorized in sections 112 and 114(a) of the Clean Air Act. The
required information consists of emissions data and other
information that have been determined to be private.
