The purpose of the present OMB request
is to obtain approval for additional on-site data collection to
support the full study of the Housing Choice Voucher Program
Administrative Fee Study. The purpose of these site visits is to
identify additional candidate sites for the full national study.
From the reconnaissance phase, we identified 45 PHAs that met the
study criteria for high performance and efficiency, 32 of which had
at least 250 vouchers and 13 of which had less than 250 vouchers.
Our sampling plan for the full study calls for collecting data from
50 PHAs with at least 250 vouchers and 5 PHAs with less than 250
vouchers. We therefore need to identify an additional 18 PHAs that
meet the study's criteria for high performance to be included in
the full study, plus several more PHAs to serve as backup agencies
in case any of the initial 32 declines to participate. This OMB
request is to conduct site visits similar to those done in the
reconnaissance phase at up to 30 PHAs to identify 22-24 PHAs for
the full study.
