There is an adjusted decrease of 3,909 respondents because a downturn in the economy has caused fewer people to use these forms. APHIS underestimated the number of responses per respondent thereby causing an increase of 332,840 annual responses. However, because the time to complete two forms (PPQ 577 and 579) was reduced from 1.2 hours to .5 hours, the overall annual responses decreased by 1,173,434. These changes resulted in a decrease of -11,951 total burden hours. The requirement for recordkeeping was removed because the information is now maintained in the Phytosanitary Certificate Issuances Tracking (PCIT) system.
