Forest Service and the Bureau of Land
Management (BLM) have separate OMB approvals for the same Standard
Form, the SF-299 "Application for Transportation and Utility
Systems and Facilities on Federal Lands." The Forest Service
approval is OMB control number 0596-0082. The BLM approval is OMB
control number 1004-0189. The SF-299 is being used by all the
Federal land management agencies. Neither the Forest Service
approval nor the BLM approval covers such use by these other
agencies. The first OMB approval of this Standard Form was in 1986
for the Forest Service. The first approval of the BLM version of
the SF-299 was thirteen years later, in 1999 OMB control number
1004-0189 is due to expire on April 30, 2012. This information
collection is necessary for Forest Service and DOI to issue and
administer special use authorizations that allow the public to use
and occupy public lands. The information collected is used by
Forest Service and DOI officials (unless otherwise noted) to ensure
that uses of public lands are authorized, in the public interest,
and compatible with the Agencies' missions; and/or record
authorization of use granted by appropriate Forest Service or DOI
officials.

collection. The DOI collection will be discontinued once the merge
is approved.
