BSEE collects the information to ensure that operations on the OCS are inspected daily for the prevention of pollution; any problems observed are corrected. Respondents are Outer Continental Shelf Federal oil and gas and sulphur lessees and/or operators.
This collection is a program change for two reasons: 1) since we became a new Bureau on 10/1/11, we are requesting a new OMB control number under the 1014 numbering series for the 30 CFR 250, subpart C regulatory requirements and, 2) we inadvertently had an IC requirement pertaining to Marine Trash and Debris (§ 250.300) under BOEM and that is being consolidated into this BSEE collection. Once OMB approves this ICR, the duplicative hour burden will be removed from the respective BOEM collection. There are no non-hour cost burdens associated with this collection.
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control number;
If you are unable to certify compliance with any of these provisions, identify the item by leaving the box unchecked and explain the reason in the Supporting Statement.
