Federal, State, tribal, and local wildlife agencies in the United States work cooperatively to monitor dove populations. The Migratory Bird Treaty Act of July 3, 1918 (40 stat. 755; 16 U.S.C. 703-711), as amended, directs the Secretary of the Interior to determine to what extent migratory game birds may be hunted. The Secretary has delegated this authority to the Fish and Wildlife Service (Division of Migratory Bird Management). For several species of game birds, including the mourning dove, we base this determination primarily on biological information gathered through surveys.
