Under U.S.C 18 Section 923, ATF
requires Federal Firearms Licensees to send all of their records to
ATF when the discontinuance of the business is absolute. ATF
notifies licensees with ATF F 5300.3A, FFL Out-of Business Records
Request. The form is easy for users to list the required
information and a return address is supplied.
The adjustment in the annual
number of responses is due to the number of respondents decreasing
from 28,000 to 2,285 over the past few years. The adjustment to
burden hours increased due to including the time it takes to
package and ship firearms records. The adjustment to cost burden
increased due to including the shipping/delivery cost.
On behalf of this Federal agency, I certify that

1320.8(b)(3).
