Part A (Title I) of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001 (NCLB) requires State educational agencies (SEAs), local educational agencies (LEAs), and schools to collect and disseminate information to document progress, inform parents and the public about school, district, and state educational performance, and provide services to students and teachers to help at-risk students meet challenging State achievement standards.

Reforms undertaken by States and Local Educational Agencies (LEAs) have outdated many of the activities required by the Elementary and Secondary Education Act, as amended by No Child Left Behind Act (ESEA). In the absence of ESEA re authorization in 2011, the Secretary of Education is provided flexibility to States and LEAs to support their important reform efforts. Associated flexibility PRA activities are approved on an emergency basis under control number 1810-0708. Approval of 1810-0581 ends April 30, 2012. The Department of Education request shifting the hours from 1810-0708 to 1810-0581 so that the flexibility can be considered as part of identifying the information collection activities and burden hours during the renewal process for this collection.
