Abstract: The Rental Assistance Demonstration allows public Housing and Moderate Rehabilitation (Mod Rehab) properties to convert to long-term Section 8 rental assistance contracts; and Rent Supplement, Rental Assistance Payment and Mod Rehab properties upon contract expiration or termination, to convert Tenant Protection Vouchers (TPVs) to Project Based Vouchers (PBVs). Participation in the initiative will be voluntary; the attached applications will be used to determine eligibility.

Emergency Justfication: The use of normal clearance procedures is reasonably likely to prevent the collection of information (i.e. contract execution), which would cause a gap in the rental assistance to the project, potentially result in the displacement of families, and disrupt financing. Moreover, the inability to provide a fully-approved replacement contract under PIH Notice 2012-32 in a timely fashion would significantly disrupt the abilities of all affected parties – including the property owner/manager, residents, lenders, and the administering Public Housing Agency – to understand and execute their rights, responsibilities, and benefits under the contract and, more critically, those new provisions afforded under PIH Notice 2012-32. Accordingly, HUD cannot reasonably comply with the normal clearance procedures as the duration of such procedures would likely result in the disruption of the collection and dissemination of critical information involved in offering continuous subsidy assistance afforded by such contracts.
