All commercial fishermen who fish for
bottomfish management unit species in Federal waters around the
Commonwealth of the Northern Mariana Islands must register their
vessel to a Federal bottomfish fishing permit issued by National
Marine Fisheries Service (NMFS). Vessel owners and/or operators of
medium and large commercial bottomfish vessels must use shipboard
vessel monitoring system (VMS) units on vessels over 40 ft (12.2
m), and mark their vessel with their official number in block
lettering in three locations. This collection previously included a
vessel monitoring system requirement, but this was incorporated
into a renewal of 0648-0441, and has been removed from this
collection.

Program Changes: The vessel
monitoring system requirement, formerly a part of this collection,
was merged into OMB Control No. 0648-0441 and removed from this
collection. This removes 6 responses and 16 burden hours. There is
now a permit fee of $28. This adds a cost of $3,500. Adjustment:
Burden for appeals, which had been omitted inadvertently from the
previous submission, has now been included. This adds one response,
2 hours and $1 in reporting/recordkeeping costs.
