Justification for Non-substantive Change

This non-substantive change eliminates dual coverage of firearms import certificates in OMB Control No. 0694-0093 “Import, End-User, and Delivery Verification Certificates” and OMB Control No. 0694-0114 “Firearms Convention.” Specifically, the change will involve the addition of the citation “748.14” of the Export Administration Regulations to the list of regulatory sections cited for this information collection. This citation addition makes it clear that all import certificates, including import certificates for export of firearms to Organization of American States (OAS) countries under the Firearms Convention, are covered by this collection.

There is no change to the burden hours because these firearms import certificates have already been included in the existing burden estimate for 0694-0093.

When this non-substantive change has been approved, OMB Control No. 0694-0114 will be discontinued.
