the emergency processing procedures of the PRA. DOL will immeiately

This is a justification for the
Department of Labor, Employment and Training Administration's (ETA)
request for a new collection describing reemployment activities for
UI claimants in Federal programs to comply with PL 112-96, the
Middle Class Tax Relief and Job Creation Act of 2012. The basic
report format is designed to be very similar to the existing ETA
9002 report (OMB number 1205-0240) that covers quarterly
performance data for the Wagner-Peyser Act funded public labor
exchange. ETA has well established reporting instructions,
reporting software, reporting formats and reporting logic that is
used with existing reemployment service delivery reporting for UI
claimants, and will be duplicating this structure to serve UI
claimants in Federal programs, as required by PL 112-96.
Traditional clearance
processes would result in public harm by limiting the options
states have to address the persistent unemployment problem.
Furthermore Public Law 112-96 mandates immediate implementation of
this data collection.
