B.1. Respondent Universe
The respondent universe for the EIA-111 consists of purchasers, sellers and transmitters of wholesale
electricity, persons authorized by Export Authority to export electric energy from the United Stated to
foreign countries, persons authorized by Presidential Permit to construct, operate, maintain, or connect
electric power transmission lines that cross the U.S. international border, and U.S. Balancing Authorities
that are directly connected with foreign Balancing Authorities.

B.2. Statistical Methodology
There are no statistical methodologies used with this form.

B.3. Methods to Maximize Response Rates
To maximize response rates, the form has been redesigned and the instructions written to be clear and
concise. Data that are not expected to change from quarter-to-quarter will be prepopulated on the forms
after the first filing.
As noted, the EIA e-filing system makes forms available online as soon as respondents obtain a secure
ID and password. The reporting quarters are: First Quarter, January 1 – March 31; Second Quarter,
April 1 – June 30; Third quarter, July 1 – September 30; and Fourth Quarter, October 1 – December 31.
The respective due dates are as follows: First Quarter (April 30); Second Quarter (July 31); third Quarter
(October 31); and Fourth Quarter (January 31).
Nonrespondents are contacted by e-mail, telephone, and letter to request data submission until an
insignificant nonresponse rate is obtained. If no response occurs, additional correspondence is sent to
higher level management officials requesting the submission of the data.

B.4. Testing Procedures
The EIA-111 was developed as a replacement to a predecessor form, the OE-781R, Monthly
Electricity Imports and Exports Report. Because it gathers similar data to the OE-781R in a more
simplified manner, the EIA-111 survey form was not independently tested. The EIA-111 is designed
to be less cumbersome, more intuitive, and more aligned to the systems that track and store this data.
As a result, during the initial review process several commenters indicated that form EIA-111 is an
improvement over the OE-781R.

B.5. Statistical Consultations
The EIA-111 was designed by a collaborative effort of two EIA offices, one with an in-depth
knowledge of the electric power transmission systems and the other with survey design expertise.
This collaboration resulted in a relatively low burden survey instrument that collects useful data. The
U.S. Department of Energy Office of Electricity Delivery and Energy Reliability provided
concurrence that the collected data was technically adequate.
