Terms of Clearance: In progressing with this study, HUD shall fully describe all limitations (e.g. the lack of an intercity comparison groups, the lack of intracity neighborhood comparison groups). HUD shall also update OMB with its tracking materials, as they become available. As shown by the changes to this collection, HUD shall continue to comply with OMB's race/ethnicity, consent, and incentive justification guidelines.
