The purpose of this study is to improve the way information about rape and sexual assault is collected. Westat, a social science research organization in Rockville, Maryland, is working with the U.S. Bureau of Justice Statistics (BJS) to develop and test these survey methods. As part of this project, Westat is recruiting female survivors of rape or sexual assault to help in testing the questions being considered for a new survey. Beginning in February 2013, Westat would like to speak with women who are: Age 18 and older, English speaking, and a previous victim of rape or sexual assault. These interviews will be completed in person, at the DC Rape Crisis Center, and will last about 60 minutes. Respondents will receive $40 for the interview as a token of appreciation for their time.

Westat and the Bureau of Justice Statistics are developing a survey that asks women about unwanted sexual experiences they have had. You do not have to had such an experience to be eligible for the interview. We are interested in having all types of women participate. We are in the process of developing the survey questions and we want to make sure that we are asking the questions in a way that makes sense so they will be easy for people to understand and answer correctly. We are asking women to participate in two confidential, in-person, individual interviews where we will present the survey questions and get feedback about how they are worded and if they make sense.

Westat is conducting this research for the U.S. Department of Justice (DOJ), Bureau of Justice Statistics. We are developing a survey about unwanted sexual experiences and other types of violence against women. By taking part in this study, you are helping us develop (or improve the types of) questions asked in the survey. We will be conducting one 90 minute interview today and another 90 minute interview approximately two weeks from today. Each interview will ask you about any unwanted sexual experiences or other types of violence you may have experienced. Your participation is completely voluntary. You may stop at any time, and you can skip any questions you do not wish to answer.

Introduction


Thank you for agreeing to talk with me today. Let me tell you a little about Westat and what we’re going to do today.


Westat is a research company that conducts research on many different topics, under contract with many different organizations. This particular project is for the Department of Justice, specifically, the Bureau of Justice Statistics. Westat has been contracted to develop and a survey about unwanted sexual experiences. We will be interviewing thousands of women nationwide for this survey.


At this stage we are still developing the questionnaire and trying to figure out how to make it as easy as possible for people to understand and answer the questions. . So the way this will work is I will ask the questions as if I were an interviewer sitting across from you in your living room. And you’ll answer them just like we were doing a normal survey. As best you can, try to think out loud as you answer the questions. At various times in the interview we’ll stop and talk about the questions and how you answered them. For example, I may ask you to explain your answer in more detail or I might ask questions such as:


  • How did you come up with your answer; or

  • How did you remember that; or

  • What did it sound like that question was asking to you?


We are very interested in your feedback on the questions. At any time you should feel free to let me know if—:


  • there are words you don’t understand;

  • the question doesn’t make sense to you;

  • you could interpret it more than one way; or

  • the answer you are looking for is not provided.


These follow up questions may seem strange, but bear with me. They help me understand how well the questions are working. Introduction


Thank you for agreeing to talk with me today. Let me tell you a little about Westat and what we’re going to do today.


Westat is a research company that conducts research on many different topics, under contract with many different organizations. This particular project is for the Department of Justice, specifically, the Bureau of Justice Statistics. Westat has been contracted to conduct a survey about unwanted sexual experiences. For this survey, we will be interviewing thousands of people nationwide.


At this stage we are still developing the questionnaire and trying to figure out how to make it as easy as possible for people to understand and answer correctly. So the way this will work is I will ask the questions as if I were an interviewer talking with you over the phone. And you’ll answer them just like we were doing a normal survey. As best you can, try to think out loud as you answer the questions. At various times in the interview we’ll stop and talk about the questions and how you answered them. For example I may ask you to explain your answer in more detail or I might ask questions such as—


  • How did you come up with your answer;

  • How did you remember that; or

  • What did it sound like that question was asking to you?


These questions are basically rough drafts. At any time you should feel free to let me know if—

People may experience unwanted and uninvited sexual situations by strangers or people they know, such as a romantic partner, friend, teacher, coworker, supervisor, or family member. Sometimes these situations result in injuries or other types of harm. Your answers to the next set of questions will help us learn how often these things happen. Hypothetical scenarios for those not reporting an assault



Scenario #1

What incident did Sue report? Sue reported being on a date where Tom and Sue both drank alcohol. Sue became very drunk and kept telling Tom that she was not thinking straight. When they went back to Tom’s fraternity house, Tom kissed Sue and asked if she wanted to have sex. Sue said ‘no’. Later on he kissed Sue again and they then proceeded to have sexual intercourse. This incident happened only one time.

When and where did the incident happen? This incident happened late at night in Tom’s bedroom at his fraternity house.

What happened during the incident? Tom and Sue had sexual intercourse meaning Tom inserted his penis in Sue’s vagina. Tom did not physically threaten Sue, but he did kiss Sue after she said no to sex. He also threatened to break up with her if they did not have sex.

Were there any injuries during the incident? Sue was not physically injured in the incident. However, she did suffer from emotional distress and visited a counselor at her university the day following the incident. She also missed work and class the day after the incident.

Who is Tom? Tom was a 20 year old white male. He had gone on two dates with Sue prior to the incident.

What was involved in the incident? Tom and Sue were both college students. They were on a date at the time of incident. This was their third date. They had been dating for about a month. They had never had sexual intercourse with each other before. Both Tom and Sue were drinking on the date. Tom kept encouraging Sue to drink more. Sue had a hard time thinking straight that night and could not drive herself home. She could not even walk to the bus stop safely. Sue was confident that she had clearly told Tom “No” when he asked to have sex. But she had a hard time physically resisting Tom’s advances and did not want to hurt his feelings.

Who did Sue talk to? Sue talked with a mental health professional the day after the incident.

Was the incident reported? Sue did not report the incident to police because she did not know if it was a crime. She only told a friend and a mental health professional.









Scenario #2

Last time you may recall that we often stopped to talk about the questions as you went through the questionnaire. Today we will have you answer some of the same questions that you did before.
