Abstract: In order to prevent occupational injuries resulting from falls of roofs, faces, and ribs, which are a leading cause of injuries and death in underground coal mines, all underground coal mine operators are required to develop and submit roof control plans to MSHA for evaluation and approval. These plans are evaluated to determine if they are adequate for prevailing mining conditions.

Short Statement: Respondents: The number of underground coal mines requiring roof control plans decreased 64 from 613 to 549. Responses: The number of new roof control plans increased from 296 to 382; the number of plan revisions increased from 1,108 to 1,255; and the number of unplanned roof falls and coal or rock bursts decreased from 2,112 to 1,514. This is an overall reduction in the number of responses of 598 (3,516 – 3,151). Burden Hours: The total number of burden hours increased 2,751 hours from 12,813 hours to 15,564 hours. Most of the increase in hours was a result of more new roof control plans being developed; these require a greater number of hours to complete than revisions to existing plans. Burden Costs: Costs for this submission increased by $1,165 from the 2009 estimate ($7,020 to $8,185) due to an increase in the number of plans submitted.
